On 14 December 2021, Azerbaijan-France Chamber of Commerce, and Industry (AFchamber) held a monthly business breakfast event with Mr. Mammad A. Abbasbeyli Deputy Head of the State Service for Antimonopoly and Consumer Market Control, on the topic of “Regulation of competition in Azerbaijan: Tools and Priorities”.  

The purpose of the event was to build a bridge between the public and private sectors for improving the business climate, as well as, to provide the business community with detailed information about ongoing activities and future programs of State Service for Antimonopoly and Consumer Market Control, for prevention of monopolistic activities, unfair competition in the market.

The event started with welcoming remarks by Zacharie Gross, French Ambassador to Azerbaijan and Zibar Huseynova, Managing Director of AFchamber, and Teyba Guliyeva, Chair of the Board at AFchamber, gave an opening speech.

Mammad A. Abbasbeyli delivered an insightful and informative presentation about “Regulation of competition in Azerbaijan: Tools and Priorities”, stressed the importance of institutional reforms, result-oriented regulatory oversight, innovations through digitalization, fostering competitive neutrality in markets with direct state participation as main tools to enforce fair, free, and competitive business environment in the country.

Mr. Mammad Abbasbeyli shared the latest information and updates of their improved drafts of “Law on Public Procurements” and “Competition Code”. He noted the necessity of an efficient, business-friendly, and competitive public procurements system to ensure and improve the transparency of tender procedures and criteria. He also mentioned the value of such meetings with business community representatives to have a direct insight for shaping further projects.

The meeting continued with answering questions from business representatives and networking.
